The U.S. Army’s Rock Island Arsenal, home to the historic Clock Tower Building, includes the associated Clock Tower Annex, built in originally 1941 and later converted into office space. Over time, the annex experienced leaks, a lack of windows and poor lighting, creating a challenging work environment. 

Stanley Consultants was tasked with restoring the annex while preserving its historical integrity. The project began with the development of a comprehensive master plan that guided each phase, addressing not only the building’s interior but also reconfiguring the surrounding circulation and parking layout to enhance ATFP (anti-terrorism force protection) setbacks, ADA accessibility and landscaping. 

Key improvements included redesigning the second floor to maximize natural light, replacing the roof and skylights, installing blast-proof windows, updating the interior and creating new meeting spaces. Stanley Consultants also provided construction phase services, seamlessly integrating historical preservation with modern functionality to meet both aesthetic and operational requirements. 

One of the challenges was overcoming the building’s dark, windowless interior and outdated infrastructure. To address these issues, Stanley Consultants removed 32 existing skylights, repaired the roof structure, improved insulation and installed a new single-ply roof membrane. New meeting spaces were added to increase flexibility for the building’s tenants. 

Historical considerations were crucial, with salvaged bricks and custom limestone details used to integrate modern elements into the original structure. The renovation transformed the annex into a well-lit, watertight workspace while honoring its architectural legacy.
