About the Project

The Transformation of Texarkana’s Hotel Grim

The Hotel Grim, once the crown jewel of Texarkana, was abandoned and deteriorating with asbestos and lead paint by the 90s. For 30 years, the City of Texarkana sought to resurrect the historic hotel, but requirements to mitigate environmental hazards seemed unsurmountable. The first breakthrough was an EPA Brownfields grant that funded Phase I and II Environmental Site Assessments. Next the city received the difficult-to-secure EPA Brownfields Revolving Loan Fund (RLF) grant for environmental cleanup. Cleanup began after the city approved an RLF loan to the developer, who is transforming the hotel into residential housing. Stanley Consultants served as the qualified environmental professional for the loan and provided programmatic assistance and cleanup oversight. The renovation retained the hotel’s historic beauty while offering affordable housing. The project has been a catalyst for additional downtown redevelopment.
